    1. Introduction
    This handbook contains information on the National Guard of San Andreas. It is aimed not only at the public, but also towards our staff as a guide for common practice and code of conduct.

    To the Public
    Dear Citizens of San Andreas,
    The National Guard have a mission to fill, and that mission is to protect the state of San Andreas from dangerous criminals by keeping them locked up in prison, and of curse help the LSPD and SASP if they need us. With your best interests at heart and a powerful group of Guards, we will achieve this.

    Please remember:
    * the National Guard isn't a group of trigger-happy people who shoot on sight
    * we are not here to mess around
    * we do not condone any corrupt activities, anybody who is found out will be fired


    3. Basic Information
    What do we do?
    The National Guard is a strong group of men and women who work in DeMorgan, a high security prison for the dangerous criminals of San Andreas. Although we do not normally enter cities, nor do we arrest, we are occasionally called in for special situations, like catching heavily armed criminals or assisting with SWAT situations, and even terrorist threats.

    What are the jurisdictions
    The National Guard is very strict about where our Soldiers are stationed and knowing when somebody is too close to the prison, DeMorgan. Two maps have been created for not only Soldiers to use for reference, but also Civilians and other organisations like the LSPD so that they know the different zones.
    Simple Map
    - Standard map used by GTA: San Andreas
    LSPD Jurisdiction is within Los Santos.

    Red zone, the NG may shoot on sight.
    Orange zone, the NG may arrest on sight.
    Yellow zone, the NG may escort anybody in this area back to town.
    Uncoloured, this area may be entered by NG and LSPD alike.


    4. Advanced Information
    Firstly, and most importantly, make sure you go to the locker room at out HQ and go on duty. Type /NG and click on duty, and then type it again and get your weapons from the armory section of the menu.

    Radio Chat
    /r(adio) <message>
    This is used to speak with the other members of the NG. This is meant to stay IC as often as possible.

    Department Chat
    /d(epartment) <message>
    Similar to the /r command, this is used to not only communicate with fellow NG officers, but also communicate with members of the other factions (FBI, LSFMD, and LSPD). Just like the radio chat, this is meant to stay IC, but the difference between /d and /r chat is that there will be no OOC chat in /d unless its completely necessary.

    Megaphone
    /m(egaphone) <message>
    The megaphone allows you to instruct citizens from a farther distance than /s. The megaphone can only be used in government vehicles. Binds for megaphones are allowed, but are to be kept to no longer than two lines.

    Wanted List
    /wanted
    The wanted list shows the current wanted suspects. It will display their name along with how many warrants they have.

    Mobile Data Computer
    /mdc <name/ID>
    The Mobile Data Computer will list a suspects crimes (though, for the most part, unfortunately, this is not the case). This should be used after you have received a suspects identification. * Generally not to be used by the NG

    Suspect System
    /su(spect) <name/ID> <crime>
    This command is never to be abused. The suspecting system allows you to place warrants for committing crimes on a suspect, so that you can subsequently have them arrested. You are NOT allowed, at any point in time, to place metagamed warrants on anyone. If you are caught doing so, you risk major infraction strikes and possible suspension time. * Generally not to be used by the NG

    When suspecting a person, ensure that you have some form of identification from that person. For the most part, the person will show you their license, however, this is not always the case. If they refuse to show you any form of identification, you are allowed to RP some way of finding out their name and information (fingerprint scan, DNA test, etc.).

    Tickets
    /ticket <name/ID> <price> <crime>
    This is how you can ticket individuals for smaller crimes. Generally, you should only ticket suspects if they've only committed one crime, or otherwise, a series of small crimes. Prices should stay low, never exceeding $10,000. Also, please keep in mind that you do need the suspects name before you are allowed to ticket them. * Generally not to be used by the NG

    Deliver
    /deliver <name/ID> & /ndeliver <name/ID>
    You can deliver suspects if they are the Most Wanted and are at the plane with a star in the Los Santos Airport, however that should be left to the LSPD and FBI.
    N-Delivering suspects will automatically put them into DeMorgan for half an hour, you should completely RP the delivering and have them down near the cells entrance or in the cells already. It can be used anywhere, however if anybody starts prisoning people randomly they will be fired from the National Guard and prisoned themselves for abuse.

    Frisk/Search
    /frisk <name/ID>
    Frisking suspects allows you to view what items they have on them. Such items that may come up include: Crack, Materials, and Weapons (MP5, Desert Eagle, etc.). When frisking someone, always put on a pair of gloves prior to using the command. It is imperative that you do so.

    Taking Items
    /take <item name> <name/ID>
    Taking items from a suspect can be quite useful, but should seldom be used. You have to be at least the rank of officer to take items. The only time you can EVER take items is weapons during an arrest. NEVER LICENSES. Doing so will likely get you demoted or fired.

    Tazer
    /tazer
    The tazer is probably your most important tool as a Soldier. This should never be abused. When using the tazer, it tazes the closest person to you for a total of eight seconds. Keep in mind, you cannot taze other people in the LSPD, FBI or NG. The golden rule about the tazer is that if the suspect has a gun out AT ALL, the tazer is off-limits. This is to avoid any possible rushtazing situations. Also, prior to tazing someone, please use something along the lines of /me pulls out a stungun and aims it at the suspect. This is to ensure that the taze was properly RPed.

    Cuffing Suspects
    /cuff <name/ID>
    Cuffing suspects allows you to put them in your custody. You can only cuff a suspect if they've either been tazed or if they have their hands up (using the /handsup command). Cuffs do break after four minutes of initially being cuffed, so keep a watch on your time.

    Detaining Suspects
    /detain <name/ID> <seat id>
    Detaining suspects allows you to place them in your car. To RP a detain correctly, position your car so that the suspect is next to the door that you will be detaining them to, otherwise, a simple /me grabs the suspect by the collar of their shirt should suffice. The seat IDs are as follows: 1 - Passenger seat, 2 - Rear driver-side seat, and 3 - Rear passenger-side seat.

    Deploying Roadspikes
    /deployspikes
    Deploying roadspikes allows you to setup a simple roadspike to stop vehicles entirely. This command can only used by a rank four or above (Colonel and above). When a vehicle hits the roadspike, their car will jump a bit, causing the suspect to lose a good majority of their health and their car getting wrecked.

    Destroying Roadspikes
    /destroyspikes
    Destroying roadspikes allows you to remove a roadspike, so long as you're right next to it. This command can only be used by a rank 4 and above(Colonel and above).


    5. Vehicle Information
    Vehicles may only be driven with permission from a Major or higher, otherwise you must use civilian vehicles.

    Patriot:
    The 'Patriot' is a four-doored vehicle and is relatively fast. It's used for standard Humvee Patrol around the HQ or LS if you got permission, as well as arresting trespassers or escorting escapees back to the prison.

    Barracks:
    A two-doored slow vehicle. Since it can't be driven out of DeMorgan it should just be used to arrest trespassers or escapees if they are inside the facility already and no Patriot's are available.

    Cargobob:
    A big two-seated helicopter. Useful to chase after other helicopters attempting to land in or near
    DeMorgan, there is a MOD that allows this heli to carry persons and some vehicles inside it.

    Hydra:
    This fierce Army jet is equipped with heat seeking missiles, making it extremely hard to miss once locked on. It is easily the fastest aircraft available but as a result can make it a bit harder to aim and get a lock on other vehicles or aircraft.It can only be used by Majors or above from AOS division.



    7. Chain of Command
    You are in your position for one reason, to obtain a better understanding of how the police department works. So if someone is a higher rank than you and tell you something you better do it. As a cadet you may feel like you know everything there is to know. Trust us you don't. Keep in mind once you screw around at any rank chances are you will be removed. Respect everyone in the police department no mater what their rank is.

    Code 5: Prisoners escaping/escaped



    9. Ranks and Divisions

    Private - Rank 0
    * This rank is the lowest possible rank in the National Guard. You will need to learn the rules and help others. Once you prove yourself you may receive a promotion. Remember: Private(s) are still not officially Soldiers, you will be fired without hesitation if required.

    Sergeant - Rank 1
    * If you're a Sergeant then you have finished your learning of the National Guard rules. You know what you're doing and can follow orders and now you're officially a Soldier.

    Captain - Rank 2
    * If you've achieved this rank then you are obviously working hard and doing a good job. Keep doing what you're doing and you will become a Major soon. You may now give small orders to Private(s).

    Major - Rank 3
    * Now that you have achieved this rank you have more responsibilities. You may also choose a career path.
    ~ Special Operations: When a big problem occurs you are called into action to capture the criminals. You will be trained by the best to be the best.
    ~ Air Operations and Support (AOS): If you've chosen to become AOS you will receive a special certificate, designating you as a AOS Pilot. You may now fly Hydras.

    Colonel - Rank 4
    * Now that you've become a Colonel you may assign Soldiers to certain duties as you see fit. You're also the one to give permission for the use of Patriots, Cargobobs, etcetera.You may do normal duties, such as guarding the cells.
    ~ Air Operations and Support: You may continue as a AOS Pilot, you will now train the Captain(s) and Major(s) who wish to join this special group.
    ~ Special Operations: When a big problem occurs you are called into action to capture the criminals. You will be trained by the best to be the best.
    ~ Training and Recruitment: You will be training the Sergeant(s) and Private(s), as well as handling the applications and interviews. This is a Secondary path, this means you can be also from AOS divison,
    EG: You are a Colonel from the AOS force and you prove the General you are making a really good job(you don’t MG, not PG, you can RP at least at lvl3 rp, this is when u use /me /do correctly), if he notices you(YOU CANT ASK “Im good RPing, can I be Training and Recruiment” If you ask you lose all chances of being invited) he will invite you to join this division, but you will still be part of AOS, so you will be AOS and training and recruitment.

    Lt.General - Rank 5* As a Lt.General you are one of the best Soldiers in the National Guard. You've worked hard and performed your best. You can do the same things as all the Colonel(s), as well as watch over all personel.

    General - Rank 6
    * The most Elite and skillful of the National Guard. You have the authority to fire, hire, promote and demote anybody you wish.

    10. Legal Terms & Information (This are the /su you can do, there are other but this are the main ones)
    Indecent exposure: The exposure of ones "private parts" to the public. This includes public nudity, urinating or excreting bodily waste in public or just plain "flashing".
    Lude gesture: Making rude gestures (eg. the middle finger, kissing arse, etcetera).
    Verbal assault: Assaulting somebody through the use of words (eg. You're a fat cow) with the intent to upset or anger them.
    Loitering on Government property: To stand idly on Government property (Out or inside the PD, FBI, City Hall, etcetera).
    Illegal parking: Parking your vehicle on the road, footpath or somewhere else that is obviously not a parking area.
    Illegal shortcut: Driving through a certain path to avoid the road and save time, like driving through somebodies driveway to get to the other side.
    Illegal parking on Government property: *Read 'Illegal parking'
    Illegal parking on Bank property: *Read 'Illegal parking'
    Hydraulics on a public road: No definition required.
    Reckless driving: Driving on the wrong side of the road, extremely fast, not stopping at lights to check if it is clear. (Green light unrequired, just check it's safe to go before going across)
    Reckless endangerment: Doing anything that causes others lives to be in
    Illegal racing: No definition required.
    Use of Nitros Oxide: No definition required.
    Trespassing: Entering a restricted area that belongs to a private party.
    Trespassing (Government): Entering a restricted area that belongs to the Government.
    Affray: An offence that consists of two persons fighting in a public area, possibly causing harm or terror to bystanders.
    Misuse of 911: A prank or false call to the FBI, LSPD or LSFMD with the intent to deceive.
    Removal of impounded vehicle: No definition required.
    Possession of illegal firearm(s): The possession of one or more illegal firearm(s).
    Failure to comply: Failing to comply with direct orders from a Law Enforcement Officer (eg. Keep driving after being told to pull over).
    Evading: Fleeing from a Law Enforcement Officer via mechanical means (eg. Driving, flying, sailing, passenger seat of a vehicle, etcetera).
    Vehicular Assault: Repeatedly attempting, or succeeding, at ramming a person or their vehicle with another vehicle.
    (Attempted) Grand Theft Auto: Attempting, or succeeding, at hijacking the vehicle of another person without their consent.
    Driving under the influence: Driving under the influence of drugs or alcohol
    Possession of illegal narcotics: The possession of illegal narcotics (drugs).
    Possession of illegal materials: The possession of illegal materials or material packages, which are used to create firearms.
    Discharge of a firearm: Shooting a firearm in public when unauthorized to do so (Legal within your own property).
    Public endangerment: Endangering the public by driving recklessly, discharging a firearm, committing affray or other means that could cause harm.
    Attempted murder:
    Instigating public anarchy:
    Kidnapping: Taking somebody against their will, and quite oftenly, asking for money for their return.
    Robbery: Using intimidation, threads or firearms to take things from somebody or stealing another way (eg. Robbing the bank).
    Rape: Forcing somebody to have sexual intercourse with you, even though it it completely against their will.
    Bribery: Attempting to bribe a Law Enforcement Officer for freedom.
    Assault: Issuing a threat with the means to carry it out/Attacking somebody
    Extortion: Acquiring money, property, or services by use of intimidation or other acts.
    Ibstruction of justice: Interfering with a Law Enforcement Officer(s).
    Conspiracy: An accusation vacked up with proof that a suspect may commit a crime.
    Accessory: Assisting in the commission of a crime, but not actually partaking in the unlawful activity.
    Aiding and abetting: Participating in the commission of a crime
    Hit and run: Colliding with someone, their vehicle; then leaving the scene without consulting that person.
    Trafficking: Selling or trading illegal items; materials, firearms or narcotics.
    Prostitution: Exchanging sexual acts for valuables or common currency.
    Harassment: Persistent offensive behaviour, be it verbally, physically and/or sexually.
    Hostage taking: Taking hostages in an attempt to get things in return for their lives.
    Domestic terrorism: Any act that attempts to overthrow government or start anarchy, or any attempt to 'terrorize' on large scale.

    11. Assignments

    Control Room Duty
    1-2 Soldier(s)
    When you're assigned to the control room you will be in charge
    of the cameras and the gate. You will need to defend it with your life
    incase any inmates attempts to make a run for it. If you check into camera one,
    it is sector one. Camera two is sector two and so on. Do never
    open the gate without having someone to clear the main gate, we do not
    want trespassers.

    Cell Duty
    1-3 Soldier(s)
    When you're assigned to cell duty you will need to be down the cells and
    watch the inmates. You will need someone to be up at the "cell button" to
    be able to open the cells in emergencys. You will always need to
    have an eye on the prisoners and you may never let them go out for meal or
    anything like it without asking for permission.

    Main gate Duty
    1-2 Soldier(s)
    When you're assigned to main gate duty, you will always need to be
    at the main gate towers or just infront of the main gate watching for trespassers.
    It's your job to make sure no-one enters when the gate gets open,
    and if someone gets in you will need to arrest the trespasser.

    Helo patrol
    1 Soldier(s)
    This assignment happens rarely, it will only be assigned to someone if there is enough of soldiers in town. It's your job to patrol the airspace around Fort DeMorgan to watch for un-indentified helicopters/airplanes and possible planebombers. You will need to be able to fly a helicopter to be assigned to this.

    Border Patrol
    1-2 Soldier(s)
    This assignment happens rarely, it will only be assigned to someone if there is enough of soldiers in town. It's your job to watch around the HQ with a patriot for trespassers, You may also drive to the borders once a while to check it there.

    Tower Guard
    1-3 Soldiers
    When you're assigned to be a tower guard, you will need to grab your M4 Rifle and Sniper Rifle and be guarding inside of DeMorgan as well as outside of it on the towers.

    Foot Patrol
    1-2 Soldiers
    When you're assigned to foot patrol you're just going to walk around in HQ or outside if you want from place to place to watch for escaping inmates and or trespassers.

    City Patrol
    2-6 Soldiers
    You should only go on city patrol when u have permission of a Major or Above, they Major will ask by /d to LSPD or FBI if we can send units to patrol the city, always take a Patriot, you can /detain the persons who has commited crimes, and take it to LSPD or FBI to be arrested, remember that NG cant /arrest, so u will need to find a officer or agent to arrest the suspect.

    NOTE:When you are assigned to a position, you may never leave it without permission of your superior. If you do so, it will result in bad conflicts.You need to do your job correctly also.


    12. Situations

    Situation 1: The prisoners are escaping, you are the only Soldier in base
    - There is not that much to do, you should try to taze and cuff as many as possible,
    and you are to open fire on the prisoners due to the fact they spawn back into their cells when
    they die.

    Situation 2: Someone is running for the cell button, I am the only one
    on cell duty and I do not got the time to run and taze him.
    - You need to warn him once, if he continues on running you need to open fire on will.
    Before opening fire you will need to report it in the radio so the other soldiers
    can get ready to arrest the escaping prisoners when the cells get open.

    Situation 3: There is two gangs outside the Main Gate with guns out,
    they are going to attack the base.
    - If they have their guns out, you need to load up and stack on the towers
    and take them out. You should also inform other departments in the radio
    about the situation and they might be able to come and help. You are
    permitted to throw MAXIMUM two grenades in a situation as this.


    13. Weaponry Usage

    Desert Eagle
    Sniper Rifle
    Spas12
    M4 Rifle (We use this to shot from a car, but if we cant, we use MP5)
    Kevlar
    Grenades (x2)
    (Always when u get on duty with /ng remember to drop ur nightstick for one simple reason, SOLDIERS DON’T USE NIGHTSTICKS)

    NOTE:Grenades are marked with red due to they may only
    be used with permission of your highest superior online.
    It will only be to use when our prison are being attacked.


    Follow the rules of the handbook, not doing it will get problems to you, try to remember the codes, and also remember your rank, EG: You are a Capitan, here you can give SMALL order to Privates, don’t try to give orders higher ranks.
    And Always Follow the General’s rules, not doing it, can give yourself a demotion or possibly be fired.
